ROME - President Carlo Azeglio Ciampi has referred to the Gasparri bill calling for a new deliberation rooms. Ciampi's remarks are contained in five pages. ''I can not fail to draw the attention of Parliament to other parts of the law - with regard to respect for pluralism of information - are not in line with the jurisprudence of the Constitutional Court,''and 'one of the steps of the message sent by the President to both Houses to give reasons for the postponement of the Gasparri bill. There 's also the integrated communications system between the observations that the President of the Republic Carlo Azeglio Ciampi, sent to the Chambers in the message explaining the reasons for the postponement of the measure. ''As far as the concentration of financial resources - writes Ciampi - the integrated communications system (Sic) - hired by the law under review as the baseline for calculating the revenues of individual communications operators - could allow, because of its size, to those holding 20% \u200b\u200b(Art. 15, second paragraph of law) to have instruments of communication to such an extent as to give rise to the formation of dominant positions.'' In a message sent to the Chambers, the President of the Republic also addresses the crux of the advertising revenue. ''On the question of advertising relies on the Constitutional Court ruling that 231 of 1985, taking the principles established in earlier decisions, it requires efforts to avoid the danger 'that the Radio and Television, a traditional source of funding drying up of the free press, causing a significant injury to a freedom 'that the Constitution is the subject of vigorous protection'''.
BERLUSCONI, GASPARRI vote again, I DO NOT KNOW IF YOU LIKE
STRASBOURG - The Gasparri law''does not undermine the freedom 'of information.'' He said Prime Minister Silvio Berlusconi, indicating that the reference to the Chambers of the law''had been anticipated''and adding that the law will be 'voted out even if he does not know if with the same text.
The head of state had in fact met with Prime Minister Berlusconi, who, at the end of the interview, said that''as far as I'm concerned there would be no political weak point, for the government. As Gasparri will take 'his decisions.'' I''- added Berlusconi - I have not followed this law, I have not wanted to follow. You know who was involved this blessed or cursed conflict of interest. In this and many laws' that have followed less''. By the Gasparri law - added Berlusconi - Mediaset''did not have anything more'''. Reading the newspapers''- says the prime minister - it seemed that the Gasparri law was aimed at encouraging the group Mediaset. GASPARRI, CAREFUL ASSESSMENT COMMENTS CIAMPI

It 's the first comment of the Communications Minister Maurizio Gasparri to refer to both Houses of the law that bears his name by President Ciampi.'' And not'''not the first time - said Gasparri a statement - that a law shall be submitted to Chambers. I'm sure and as 'already' happened in other legislatures and with other governments, even in this case, it will be 'Parliament to identify the most' appropriate''.

ROME -''As President the Chamber of Deputies, most guardian of the deliberations of this Assembly, I express my respect for the decision of the Head of State, and that as' known, has exercised its prerogative provided by the Constitution.'' He said the House speaker, Pier Ferdinando Casini when you have finished reading the message with which the Head of State refers to the Gasparri Law Chambers.
